By definition the Universe is changing and therefore a Constant cannot exist in the Universe. Speed Light then cannot be a constant, we just are not able measure it precisely. Can it really be 299 792 458 m / s with no fractions at the end? And those fractions could go infinitely since there cannot be a constant?
